ABSTRACT

The objective of this study is to identify whether there is a contemporary consensus on the role of SOEs in different countries on selected issues, through the view of experts around the globe. We conducted a survey to formulate prospective forecasts of the evolution of the role of SOE and to summarize the state of knowledge. Here we present a selection of the results obtained, with an emphasis on identifying consensus on SOE governance and conflicting goals. Because of that, the qualitative approach adopted in this paper is a natural complement to the more quantitative ones. We find that guaranteeing autonomy from state authorities and transparency in SOEs management are the most important challenges that public firms currently face.

本研究的目的是通过全球专家的观点，确定当代是否就不同国家的国有企业在特定问题上的作用达成共识。我们进行了一项调查，以制定对国有企业角色演变的前瞻性预测，并总结知识状况。在这里，我们展示了一些获得的结果，重点是确定对国有企业治理的共识和相互冲突的目标。因此，本文采用的定性方法是对定量方法的自然补充。我们发现，保证国家当局的自主权和国有企业管理的透明度是上市公司目前面临的最重要的挑战。
